The Digital Governance Standards Institute (DGSI) is pleased to announce the commencement of a new standards development project: DGSI/PAS 142 – Data Governance Framework for Healthcare Organizations.
This project is funded by the Standards Council of Canada (SCC) and supports SCC’s Canadian Data Governance Standardization Collaborative Roadmap, specifically addressing Issue 5: Data Management Governance.
The project will deliver a Publicly Available Specification (PAS) designed to support healthcare organizations in establishing robust, scalable, and context-appropriate data governance practices.
DGSI/PAS 142 will provide guidance to:
• Establish consistent and adaptable data governance practices across healthcare settings
• Define clear roles, responsibilities, and accountabilities to support effective data stewardship
• Balance risk management priorities—including privacy, security, and ethical data use—with operational efficiency and data quality
• Align governance practices with applicable healthcare regulations
• Support organizations in developing sustainable governance operating models with measurable outcomes
The PAS will outline a comprehensive framework including governance structures, core processes across the data lifecycle, and an implementation roadmap to support phased adoption and maturity growth.
Call for Participation
DGSI is seeking subject matter experts and interested parties to join the project’s review panel. Participation is open to individuals and organizations with expertise or interest in areas including:
• Healthcare data governance and management
• Privacy, security, and regulatory compliance
• Clinical data systems and health information management
• Risk management and organizational governance
• Digital health policy and standards development
Review panel members will play a critical role in shaping the PAS by providing technical input, reviewing draft content, and helping ensure the specification reflects practical, real-world needs across Canada’s healthcare ecosystem.
