Ottawa, Canada — The Digital Governance Standards Institute (DGSI) is pleased to announce that the proposed work on a new National Standard of Canada for a Digital Competency and Credit Recognition Framework for Lifelong Learning, Employability, and Workforce Mobility has now been approved for development.
This milestone marks the transition from exploratory work to the formal standards development phase, confirming the strategic relevance and feasibility of establishing a national framework to support lifelong learning, employability, and workforce mobility in Canada’s digital economy.
Advancing a National Framework
The proposed standard aims to establish governance, interoperability, and validation requirements for AI-enabled skill assessment, learning recognition, and credit transfer systems used across education and workforce development contexts.
By advancing this work, DGSI seeks to support more transparent, portable, and trusted recognition of learning and skills across institutions, sectors, and jurisdictions—helping individuals demonstrate competencies with confidence and enabling organizations to better align learning with labor market needs.

With approval granted, DGSI is now initiating the development phase of the standard.

The DGSI invites stakeholders from academia, government, industry, training providers, technology developers, employers, and civil society to participate in the development of this standard.

Participation offers an opportunity to help shape a national standard that will influence how skills, learning, and credentials are recognized across Canada and internationally.
