The Digital Governance Council (DGC), in collaboration with the International Chamber of Commerce (ICC)’s Digital Standards Initiative (DSI), has launched a technical tool to assess the reliability of digital services or networks. This new framework will streamline the transfer of Electronic Transferable Records (ETR) between supply chain parties.
At the heart of this development is a framework that promises to streamline the transfer of Electronic Transferable Records (ETRs) between supply chain parties. This tool is not just another technological advancement; it’s a gateway to a paperless future in trade documentation. By enabling entities to evaluate a platform’s capability to transfer records in compliance with the Model Law on Electronic Transferable Records (MLETR), it paves the way for widespread adoption of ETRs.
Keith Jansa, CEO of the Digital Governance council, stated: “Our partnership with ICC has produced a groundbreaking technical self-assessment for the reliability of systems enabling ETR transfers. This marks a significant step towards international standardization and formal recognition of digital service providers in global digital trade. We look forward to continuing our work with ICC and the ETR community.”
The development of this tool required the collective expertise of a diverse working group, brought together comprised of standards bodies, technical experts, assessment firms, and commercial and industry entities. It has the potential to become a major credential for digital trade services. The working group operated with guidance from the ICC DSI’s Industry Advisory Board.
Pamela Mar, Managing Director of ICC DSI, commented: “The reliability assessment framework is a collaborative effort drawing on the expertise of various entities involved in digital trust, standards, certifications, and assessment. This launch is a crucial first step in developing a framework for ensuring digital trust at scale, a key pillar of the digital trade ecosystem.”
The framework is currently being implemented, with several ETR service providers piloting it to test its robustness, utility, and market relevance. Currently available as a beta version for self-assessment, plans for a certification with third party assessment are in development.
