Ottawa, ON — The Digital Governance Standards Institute (DGSI) is pleased to announce the initiation of a new exploratory work item titled Governance Verification Systems — Minimum Requirements for Digital Governance Verification, Safety Capsules, and Authority-Bound Execution.
This exploratory initiative marks a significant step toward establishing a new class of digital governance infrastructure designed to ensure that automated, AI-assisted, and software-mediated actions are subject to verifiable governance controls prior to execution.
The proposed standard will define minimum structural, operational, and verification requirements for systems that enforce:
- Deterministic authority boundaries
- Capsule-based safety enforcement mechanisms
- Audit-grade traceability
- Non-bypassable execution pathways
- Integration with statutory and ethical oversight processes
By introducing a governance verification layer, the work aims to move beyond policy-based approaches and enable technically enforceable governance in digital systems.
Addressing a Critical Gap in Digital Governance
As digital technologies and AI systems become more deeply embedded in decision-making processes, stakeholders across government, industry, and academia have identified the need for enforceable and auditable governance mechanisms.
This exploratory work item responds to that need by:
- Supporting legislators with audit-ready governance controls
- Enabling governments to implement consistent oversight mechanisms
- Providing industry with harmonized requirements to reduce compliance complexity
- Ensuring consumers benefit from transparent and accountable digital decision-making processes
Existing international frameworks, including AI governance, cybersecurity, and digital trust standards do not currently define enforceable governance verification layers or non-bypassable execution controls. This initiative seeks to fill that gap with modern, technically implementable requirements.
Canada as a Global Leader
The proposed work item is intended to form the basis of a future National Standard of Canada (CAN), with a strong focus on international harmonization. It supports Canada’s position as a first mover in defining governance verification systems and safety infrastructure for digital and AI-enabled environments.
The standard is also expected to underpin certification programs in areas such as AI safety, digital governance, and institutional oversight, while promoting interoperability under the principle of “one standard, one test, accepted everywhere.”
Broad Stakeholder Engagement
DGSI will engage a wide range of stakeholders across Canada, including public institutions, regulated industries, academic and research organizations, and regions with diverse digital governance needs. This inclusive approach will ensure the standard reflects national priorities while supporting global applicability.
Looking Ahead
As part of its development process, this exploratory work item will undergo iterative consultation and periodic review to reflect evolving technologies, cybersecurity risks, and regulatory landscapes.
Organizations and experts interested in contributing to this work are encouraged to participate in the upcoming consultation phases. The proposed standard can be viewed via Governance Verification Systems — Minimum Requirements for Digital Governance Verification, Safety Capsules, and Authority‑Bound Execution.
