Ottawa, ON — The Digital Governance Standards Institute (DGSI) has opened a 60-day public review for the National Standard of Canada CAN/DGSI 137 Digital Competency and Credit Recognition Framework for Lifelong Learning, Employability, and Workforce Mobility.

The first draft of this standard establishes requirements for digital competency assessment and credit recognition systems used to support lifelong learning, employability, workforce mobility, and the recognition of prior learning. It includes requirements for governance, transparency, interoperability, human oversight, and the responsible use of artificial intelligence in skills assessment and recognition processes.

CAN/DGSI 137 applies to a broad range of stakeholders, including postsecondary institutions, training providers, workforce development organizations, employers, government programs, employment service providers, and technology vendors supporting these activities.

Stakeholders and members of the public are invited to review the first draft and provide feedback via CAN/DGSI 137.

The public review period will remain open until August 2, 2026. All comments received will be considered by the responsible technical committee prior to final publication.
