The Digital Governance Standards Institute (DGSI) invites stakeholders across the health, digital, and policy sectors to review and comment on the Second Edition of CAN/DGSI 100-5: Data Governance – Part 5: Health Data and Information Capability Framework, now open for a 60-day public consultation.
As Canada continues to modernize its healthcare systems, this updated edition introduces critical new guidance to support trustworthy, equitable, and privacy-respecting health data governance across jurisdictions and organizations.
What’s New in the Second Edition?
This second edition reflects feedback gathered during the standard’s systematic maintenance phase and incorporates several newly added sections that respond directly to evolving stakeholder needs. Notably, the updated draft introduces:
- Patient Rights and Access Principles
- Digital Trust and Identity Principles
- Data Protection Requirements
- Standards for Health Data Interchange
These additions enhance the standard’s scope by supporting ethical access to personal health data, strengthening protections and privacy compliance, and promoting digital trust in how identities are managed, and data is shared.

This national standard provides a flexible, robust framework for assessing and improving organizational capabilities related to health data governance. It supports:
